Insurance and the Environment Agency

If possible I would like a little advice and help here .
I have bought ( partly ) a 102 ft dumb barge , moored on the Nene in Peterborough . Initially , I wanted to move her to Kings Lynne to a drying mooring to fit an engine and drive , but within days I was contacted by the EA , who state that she has to be moved within weeks , or they will cut her up and charge me for the work .
I'm willing to pay fees while she is on the Nene , but not if she is going to be chopped up .
I've tried to get insurance because they are worried that , if she breaks loose the bridges will be damaged .
I can't get permissions to take her through Harbour control without insurance .
I would alternatively , move her to more secure moorings than she currently has , but the cost would be wasted , if they then come along and tow her away .

Any legal advice please .
Can the EA do this ?
I've only part paid , so can I get my money back ? ( the vendor knew , but didn't tell me she had to be moved )
If I secure her , can they do anything ?
